The Relay Substrate: Four Primitives, One Balanced Convergence

Abstract. This section paper formalises the substrate chapter of the Atlas. The framework admits exactly four irreducible primitives — Space (the spation lattice), Matter (displacement), Movement (relay propagation), and the Present (the plane of existence, whose tally is time) — and one whitelist of external inputs, {ℓP, c, ℏ, kB, TCMB, α, me, mp} plus measured observables in their measured units. From the axiom set the balanced convergence follows: every lattice site receives Φ = Nε ≈ 1.038 × 10⁻⁵⁶ J from N = RCMB/ℓP = 5.894 × 10⁶¹ Planck-thick shells, at pressure Pconv = 2.459 × 10⁴⁸ Pa, cancelling identically at every unoccluded point. Force, mass, charge, time, temperature, and entropy enter downstream as theorems. The chapter's load-bearing disclosures are restated: ℓP is Axiom R1 and not derivable (Seed Theorem), and RCMB is an observed input that conditions the Law-I chain.

Everything else — mass, charge, time-as-measured, temperature, entropy — is derived, and each derivation carries a certification label. The framework makes no claim about the antecedent of the Clearing or about lattice finiteness; neither proposition enters any derivation.

2. The balanced convergence

The Shell Cancellation Identity (T1) makes the per-shell contribution distance-independent; the burden is isotropic and the resultant vanishes identically. "Empty" space is not empty — it is balanced, and the vanishing of the net force at equilibrium is a cancellation of forty-eight orders of magnitude, not an absence. Occlusion of this balance is the origin of every force (Section Paper II).

3. Packing frustration and the shaped interstices

Twelve spations about one cannot close; because the substrate is everywhere in relay motion, the slack gathers into shaped interstices — tetrahedral and octahedral pockets. These pockets recur as electron seats in atomic structure, as the tetrahedral α geometry of the nuclear mesh (Section Paper IV), and as the per-generation leak of the turbulent displacement cascade, where the same g = 0.103 yields the zero-parameter intermittency correction 3−D = 0.0784 (Paper 10).

4. Scope and limitations

Two disclosures are constitutional for this chapter. (i) The Seed Theorem: deriving ℓP from Clearing geometry fails — every clean dimensionless ratio in the whitelist bottoms out near 10³ — and exactly one action/mass/length anchor is dimensionally unavoidable. ℓP stands as Axiom R1; the koppa-form root √(ϟbaryon·ƛp) = ℓP is an identity, a re-homing of the seed, not an elimination. (ii) RCMB is an observed cosmological scale (certification class X): it conditions the magnitudes in (1)–(2) and does not pass the delete-test; its derivation from the pressure tensor is the recorded upgrade path.

Methodological declaration. No field, no metric, no wavefunction, and no vacuum-energy reservoir is posited. All numbers above trace to the whitelist plus the one disclosed observed scale. The practice-level treatments rest on this chapter: Paper 01 (foundations), Paper 10 (the substrate as fluid), Paper 12 (collective vortices in the same medium).
