Abstract. A framework that computes must also say precisely what its words mean and how strongly each claim is held. This section paper fixes the symbol inventory (ϟ, z, k, W, Φ, ε, Pconv, Peff, Vdisp, nd, nt, and the rest), the certification vocabulary (DERIVED · COMPUTED · CALIBRATED · OBSERVED · PENDING · IDENTITY; classes A–F and X; the [derived] / [constructed] / [owed] / [measured, …-named] tag family of the living logs), and the register rules that bind all framework prose: the measured proton observable is a boundary radius (no charge substance exists to give the literature's term a referent); quantities are expressed in native yardsticks, never in borrowed units such as magnetons; results whose numbers align with a rival's are labelled convergent when their origins are independent and shared-form when they are not, and shared form is never claimed as discrimination; verdicts — passes, exclusions, withdrawals — are retained in the nomenclature itself.

3. Register rules

Boundary, not charge. There is no charge substance: "+e" and "−e" are the two handednesses of redirection, e is a unit bridge, and the measured proton observable is a boundary radius. Native yardsticks. Wake-circulation quantities are expressed in the circulation quantum κ = h/m and dimensionless ratios; magnetons and other borrowed units are inadmissible in derivation chains. Convergent vs shared form. When correct frameworks meet correct data their numbers must align, so alignment discriminates nothing — origin does. Independent origin + same number = convergent (meaningful); same input or a re-labelling = shared form (claimed as consistency only). Counts are not evidence. Any regularity expressible purely in the grammar counts restates the (Z, N) ledger (NP24-A). Verdicts are retained. Exclusions, withdrawals, and superseded constructions remain in the nomenclature with their records attached — the eclipse-saturation entry of the Atlas glossary is the standing example. Pre-registration. Criteria are fixed before instruments run; instruments are validated on known answers; comparisons are whole-range, single-pass.

Methodological declaration. This paper introduces no physics; it fixes the language in which the physics is claimed. Every rule above is enforced somewhere mechanical — the whitelist in the namespace, the classes in provenance blocks, the identity labels in the benchmark report, the tag family in the living logs — so the register is auditable, not aspirational.
